    That's what I get from the story. First it was said that he was speeding and when he was pulled over, he was accused of being drunk. Refused the field test and was arrested.

    It look me 13 months from start to finish and got a hunting/target. I should have asked for an Unrestricted but I will apply for an upgrade soon. I waited a bit before applying for the permit when I first moved because I didn't have any one I can ask for a reference.
