@spat - that's simply the definition of the differences in murder charges. Murder 1 must show proof of premeditation, a plan prior to the act to commit the murder. Lesser charges of murder ( EX- murder 2) do not need to show premeditation. Both are murder but only 1 shows premeditation.

I haven't found where open carry is illegal in NY in a statue. Possession of a handgun without a permit is illegal, and on said permit that permit is concealed. IMO its a challenge of definition, which also happens to challenge the CCIA.
Most likely. It's my belief that the Republicans gave up on NY long ago regarding funding most campaigns as to them its equivalent to flushing money down the drain. I will vote for him and hope, that all I can do.
