I don't want to drag this off topic, but even after all these years it strikes me as odd when people refer everything back to SAFE act. We had rather strict gun laws and an AWB in NY before it, and it had nothing to do with any changes regarding NFA items.

Well, in NY law a shockwave falls under "other" on 4473, but an AOW (like a Serbu shorty for example) doesn't. As I recall, @Eddie Gunks was waiting on an ATF response on people trying to acquire AOW Serbus for a year or more before he left.

The Shockwave isn't an AOW. It is simply a Firearm. (Pistol Grip Only Firearm actually)

Yeah, that's what I meant by versatile. That and a wide variety of projectiles for the same reason. I've seen people load it down to have basically no noticeable recoil at all in a nice hefty wheelgun for plinking with flat wadcutters and such, but then it can be taken all the way up to 38+Ps...

I don't reload ..and haven't fired a round in years either for that matter, but I've always loved 38spl. Particularly so out of a gun built for .357mag, where you've got that bit of extra weight. For people who do reload though it's a fantastically versatile platform as I understand it.
