Honestly I'm not sure how that would work. The good soft vests are rated for .40s&w, but that's at a certain velocity. I don't know how fast you would need to push a .40 for penetration. But .40 should be easier to defeat than 9mm because of the larger cross section (at similar velocities).

Both are situations where a rifle caliber is very helpful. First one, for shooting through a truck, second one for the suspect with body armor.

It's rare, but it seems to happen every couple of years where a person who decides to kill a bunch of people randomly dons a vest. Also, vests are very easy to acquire (as they should be). Gang members are sometimes caught with them when the cops find their weapon stashes.

Ok, I agree there's not really a point for non-duty to have any rifle they want. The only positive is that it could be used for arguing against the Safe act for the responsible ownership of 'assault weapons' since they are citizens like the rest of us after all.
Obviously they need some kind of rifle. The point is to penetrate body armor. I guess you could limit them to safe act compliant rifles, but honestly I don't care about that. Two wrongs don't make a right, we'd simply be making more people comply with stupid laws when we should simply be...

I don't know what the answer is for the book part, it's not clear in the code. But isn't it irrelevant for mail order purchases from out of state companies? That's the real question.

The Kershaw Oso Sweet is what I've been carrying lately. Just standard steel, but the edge holding is good enough for the light use I put it through and it's easy to put a razor edge back on it. I took the clip off and keep it down in my pocket. It sits pretty comfortably.

Yeah, too tricky to mess with the scope and stuff. I'm going for more of a general purpose rifle with this AR, so I like the lower power scope for that.
