Reading directions is not designed to be a deterrent. Many other parts of the process may be, but if one can't read than that's the applicants problem.
Because, as alluded to in the prior post, they don't know how to read! Most all applications state that it MUST be filled out in black (is that a bad word these days?) ink. If one can't follow printed directions they get what they deserve even if the process is a clusterfuck.

The "Safe Act" put no limits on transfer fees charged by an FFL except for private party transfers. That's $10, is BS, and easily skirted. I wouldn't expect any FFL to do any transfer for $10.
