It was decided long ago (2012) by the NYS Dept. of Taxation and Finance that your transfer fees from out of state firearm purchase(s) that are transferred into and through a NY based FFL are NOT taxable by the FFL. Another request for advisory opinion affirms.
They weren't taxable in 2012.
They are not taxable in 2018.
If you get charged sales tax on anything, always ask for and / or get a receipt as you are legally entitled it. If you've been charged sales tax on a firearm(s) transaction in the recent past that fits the TSB's, fill out form AU-11 and get your refund. I can't count the number of persons that I know of that have gotten refunds from transactions that have taken place at the places that are often talked about here...
