IMO you should have had your backup plan in place BEFORE you personally shipped a handgun on your permit out of state. Removing a gun from your permit would be the #1 objective if it were me. The last thing I want is a gun on my permit to be in someone else's possession.

Some counties have an out of state disposal form. You should call your permit office and see if they do.

I was informed by the feds that long guns can be shipped to a "dealer" directly....handguns "must" go through a FFL. Don't shoot the messenger

Bring what ever bill of sale you have, fill out the appropriate form and let them tell you what you need to do. If they give you crap, take your paperwork and leave, and don't worry about the orphan gun listed on the permit. If that gun ever turns up at a crime scene, youve got a bill of sale showing it isn't yours anymore.
The last time I took one off of my permit, the clerk didn't even take the receipt from me. When I tried to give it to her, she said she didn't need it. That was Orange county though.

The 2A also states, 'shall not be infringed'. At the state level we all know how that works.
Quoting federal law on a state level could jamb him up. Not necessarily will jamb him up, but possible.

Ok then. Find in state law where an FFL is required to ship a gun. I've looked and haven't seen it.

According to the OP, the gun is already gone. As far as we know, he didn't break any laws, either state or federal. So what to do?
As stated above, I would submit the amendment form with the bill of sale as if I did everything correctly. My guess is they will either process it and all is eell, or they will bitch at the OP, he can act sorry and defer to their authority so they get their ego boost for the day, then they'll process the amendment. In any case, the gun is gone and its not coming back.
