The real issue of course is that the offender must have just gotten out of prison after serving 18 years for aggravated manslaughter and had a gun and was using it indiscriminately within a crowd. More gun control will never stop that from happening but you'll never see the media reporting the truth.
I'm assuming he just got out as the dates match up. 18 years would have been last week. He was convicted 6/11/2004.

Didn't see that he was released early. Still doesn't change the fact that this is another crime committed by a convicted felon who was already prohibited from possessing a gun under existing law. No amount of new gun control laws would have prevented this.
