200 House Democrats Sign On to Assault Weapons Ban Bill of 2019

[N]early 200 House Democrats have now signed on to legislation — authored by Rep. David Cicilline (D-R.I.), the head of Democrats’ messaging operation — banning semi-automatic firearms and large-capacity magazines. With 198 co-sponsors, the bill is just 20 votes shy of the number needed to push it through the lower chamber.


The bill in question is HR 1296, also known as the Assault Weapons Ban of 2019. That’s a bill that Cicilline introduced in the House in February. Now, after the El Paso and Dayton shootings and various reports of wobbliness in the Senate and White House, congressional Dems are smelling an opportunity.

The bill would outlaw . . .

• Semi-automatic rifles and pistols with a military-style feature that can accept a detachable magazine;
• Semi-automatic rifles with a fixed magazine that can hold more than 10 rounds;
• Semi-automatic shotguns with a military-style feature;
• Any ammunition feeding device that can hold more than 10 rounds;
• And 205 specifically-named and listed firearms.

Note the use of the singular ‘a’ when referring to “military-style” features. The Clinton 1994 assault weapons ban outlawed firearms with two such features. The latest bill bans guns with only one…meaning millions more firearms would be outlawed than a generation ago.

(D) A semiautomatic pistol that has the capacity to accept a detachable magazine and any one of the following:
(i) A threaded barrel.
(ii) A second pistol grip.
(iii) A barrel shroud.
(iv) The capacity to accept a detachable magazine at some location outside of the pistol grip.
(v) A semiautomatic version of an automatic firearm.
(vi) A manufactured weight of 50 ounces or more when unloaded.
(vii) A stabilizing brace or similar component.
(E) A semiautomatic pistol with a fixed magazine that has the capacity to accept more than 10 rounds.

A few semi-automatic handguns still echo the designs of their fully automatic machine-pistol cousins. The Intratec TEC-DC9, or TEC-9, stands as one of the most notorious examples. Used by the shooters in the 1999 massacre at Columbine High School, the TEC-9 received its magazine in a compartment located in front of the trigger. This provided a convenient grip for anyone hoping to exert two-handed control over the weapon. Some TEC-9 models also featured barrel shrouds and shrouded barrel extensions.

Today, forward grips and barrel shrouds remain fixtures in assault-weapon legislation, despite criticism that these are cosmetic enhancements and don't contribute to the lethality of a gun.

At that point the court will either shut down the bill or simply ignore the 2nd amendment altogether in the interests of the public or precedent or whatever else they make up, and that will be that.

Well, I wouldn't be so cock sure for one. I too, have experience under 2 bans, BFD. Definitely not something I'd put on a resumé and certainly something I wouldn't want country wide.
I understand the desire to have this issue settled once and for all. I want that as well, I just don't have much faith in the upholding of our rights anymore. Trump has so far proven himself a floosie when it comes to stopping gun control and I don't hold much optimism for who comes next. The Supreme Court is a toss up as it is and should the dems regain power, you can bet your ass they will expand the court in their favor and so any such ban would have a good chance of being upheld.

I guess my point is that once that threshold is crossed, it creates a lengthy, expensive, bitter and possibly futile process of trying to get it reversed. Unless you are talking about some armed citizen response, which you have extensively said on record would never happen. Then the passing of such law could very well be permanent.

I guess. I mean, it's true that for me growing up guns weren't the most important thing to me. I had grown up around guns and knew how to use them safely, but the political and historical aspect hadn't hit me until years later. It is inevitable that an AWB will be passed at some point. I just don't see enough people making a fuss to stave it off or reverse it for a long time if ever. I sincerely hope I'm wrong. If not, it won't be until the people of this country feel the full effect of tyranny that they will realize and understand why an armed populous is needed. If the gun owners in this country truly had nothing to lose and/or finally had enough and took that leap of faith by standing up and resisting, corruption in government would not exist.
