Be honest with the judge, sincerity counts. “Yes judge, I did a bit of stupid shit when I was younger. But I’ve matured and keep it clean.” Evidence to show a job, family, home ownership will all be helpful. If you have a clergyman who knows you and can vouch for your character, bring him. +1000 if you have small kids you can take in tow with you to court. Offer to take a drug test; the court probably won’t take you up on that. (But don’t do that if you will test positive . . . !)
An attorney doesn’t really have any legal expertise to bring here and a judge may resent it or feel you have something to hide. The only way you need an attorney is if the judge decides against you. Then get an attorney and file a motion to reargue or commence an Article 78 proceeding. Or, if you want to go for the full Monty, you can challenge by bring a 1983 case in Federal court.
Unfortunately notwithstanding the Heller and MacDonald cases, the current state of the law in New York is that a pistol license is a privilege and not a right. Don’t demand anything. Ask nicely.
And make sure to wear a suit, a tie, hide any tats, etc. Appearances count.

As mentioned previously I think- up u till Judge Reitz passed away, there were no meetings or hearings in front of the licensing officer for Putnam County, other than if you were going for an upgrade to unrestricted (ccw) or if you were denied in the first instance. So not sure what your situation is here (or if the process has changed).
