Good question. I would actually measure those from the recoil lug, It is easier to measure things this way because some rifles have a large shank and others much shorter. It doesn't have to be 5" precisely but even a tad shorter or longer whatever looks good to you or goes better with the stock you have but it has to be longer than the 3" specially those that are already pre-cut profile because after done cutting the tenon then there is no much section left.
Why don't you just make it the profile you want? I like the M40 but there are things you can do to make it yours. At this point I think a medium-heavy palma but shorter is what we are talking about right?
I can make a draft of what I have in mind if you want. Also remember with the tikka to ask to face the receiver since there is a small recess so if you get rid of that ugly bit then you can put a wider shank flush with the receiver or like 20 thousands less or something like that. It is already a smaller action than the remington or savage so you want to make every little effort to make it a bit stronger.
that little taper there. Bring the diameter of the shank up if your stock allows it, and it should....

Do barrel makers charge more for a custom profile?

They should not charge more or at least substantially more. If they start with a preprofiled barrel they save work but someone did the work ahead
so they cost more.
If they start with a barrel blank they have to make more cuts but the blank is cheaper.
So we are taking about here, 25 dollars more for a few more cuts to profile the barrel.
In order to do a good job you have to index the barrel from the bore anyway and do finish cuts.
Most will charge extra for threading the muzzle and flutting and special finishing like blueing or cerakoting.
Obviously the more things you wan the more it costs. But having a regular barrel made
from a blank vs a pre-cut profile should be equivalent cost.

As I said before I would also consider a barrel nut. It is so simple a cave man can do it and it does actually work quite well.
The proof is that even high end rifles and BR shooters (including world champions) also go that route.
I mean if you are a bit handy and know how to use a wrench and screw driver then it will work otherwise
then will consider the classic barreling.
