80% Lower, declaration necessary?

Is there a need to declare 80% lower at the airport if traveling outside of the US? ATF certifies that they do not consider 80% lower a firearm. Customs in destination is not an issue. I'm more concerned if i'll be able to fly out of USA at all?

A serialized stripped lower is an entirely different matter.

Seems 90% of the world isn't very gun friendly your destination may wonder what you're doing with an 80% AR lower. Just because they aren't a big deal here doesn't mean the UK or France will just give you a pass. They know what it's supposed to be when finished.

What about other parts besides the 80% lower? Barrel, magazine, upper etc - could i carry that in my luggage while travel out of JFK?

to kill the curiosity, I have a friend who does it. Orders kits/parts online, flies to the states packs them in his suitcase and travels without any problem. Destination customs is no issue, I'd like to know if flying out of USA would be a problem?

Kinda hard to believe, but maybe he's just not been caught, yet. Many gun parts of US origin are NOT exportable per law. This is even seen at retailer websites where they state what items can not be exported. You may want to read this, it also concerns parts.
Permanently exporting a firearm, gun, handgun, rifle, shotgun, pistol, etc.
