Problem is that over the last few years almost all companies have stopped shipping 80 lowers to NY folks. You may have better luck on the ar15 forum in the hometown section. Best of luck.

At this point in time you will have to put a serial #on it if you do find a way to get one and keep it in NY. Your better off just buying a stripped one for a build. Aero has blem's on sale for 85 bucks right now. Better choice in my opinion. I have several 80's and don't plan on milling them until I am out of this state.

Firearms Verification Overview Marking Requirements
By engraving, casting, stamping (impressing), or otherwise conspicuously placing or causing to be engraved, cast, stamped (impressed), or placed on the frame, receiver, or barrel thereof certain additional information. This information must be placed in a manner not susceptible of being readily obliterated, altered or removed. For firearms manufactured, imported, or made on and after January 30, 2002, the engraving, casting, or stamping (impressing) of this information must be to a minimum depth of .003 inch. The additional information includes:
1. The model, if such designation has been made;
2.The caliber or gauge;
3.Your name (or recognized abbreviation) and also, when applicable, the same of the foreign manufacturer or maker;
4.In the case of a domestically made firearm, the city and State (or recognized abbreviation thereof) where you as the manufacturer maintain your place of business, or where you, as the maker, made the firearm; and
example:
s/n: LGB01 or FJB01 -- (or F whoerever ....you get the idea, just don't put the same # on multiple builds)
model: FTNWO15 -- (not required for homemade)
Caliber: .223 -- (sorry tactial nukes fall under destructive devices and have different marking requirements

.003" is a little more than the thickness of a sheet of paper, some good stamps and a strait edge are all you really need (i use 2, 3/8" pieces of 90 degree aluminum and squeeze stamps between and set up each line and then start whacking)

When I was making guns in NY. I would either use my ghost gunner and an engraving program, stamp set or an engraving pen to mark the guns I made. All my homemade handguns were put on my license with me as the manufacturer and a serial number of my choosing with the caliber. My rifles just had name, town, serial number and model on them Example: Dsdmmat, anytown, NY, serial number: yougetthedrill01, model: whatever I decided to call it
Since the untraceable receiver act has passed making possession of an unserialized receiver illegal, if you are in possession of a rifle you made without one it has to be marked. The law requires gunsmiths to serialize guns they make but does not have any guidance for those who are in possession of guns they already made. So you have three choices, find an engraver with an FFL to engrave your homemade firearm, engrave it yourself or destroy it If you want to remain legal. If you don’t care then you don’t have to do anything.

You can literally use a rusty screw driver and gouge it in as long as it meets the tyrants requirements.
