If say for example you have a musket and you decide to cut it down real short right like almost handgun size does it remain to be a short barrel musket or does it claim to be a pistol now and therefore need a license to shoot it?

So officially and lawfully once a long gun always a long gun. Meaning if you cut a long gun down to pistol length you have created a short barreled Rifle/shotgun. Not a bad idea. Even though you only have one shot, the perp would be disoriented with all of the smoke and you could escape to safety.Why, are you going to make one your EDC?

The 2nd allows all but infringements.Just make a short barrel hand cannon. I think a short barreled 4 guage blunterbust with an arm brace would be cool. Could hold it in one hand and set it off with a torch. Fire it off and you can reload while hidden by a smoke screen. Protect your toilet paper and burn the virus infected bodies at the same time. Where does that leave a match lock ?Only short barrel black powder you can own and shoot in NY State is a cannon. If it fires with a trigger pull it illegal, but if it fires with a wick it's ok.
