Could you just cut the tip of the barrel so it's angled Up and to the right like a slant muzzle brake and have it function the same way but it's the barrel instead?
I am fairly certain it will effect the way the bullet flies out of the barrel. Cut the barrel and you cut the rifling.

The crown of the barrel is always cut perpendicular to bore-line.
