When the clock strikes midnight on election day, all eligible voters can begin a fresh registration process with multi step identity verification, each mining a single token (ballot), and then using that token to cast their vote.
Announcing candidacy, nominating petitions, and campaign contributions could all be handled similarly.
I would even trust Musk (to some degree) to run that system.

But, it can't be like mining from a block chain, because that can't be unique to a voter. That's "whoever can throw the most CPUs at it gets the most votes".
But, there is a fundamental problem that cannot be overcome to have a truly secure election.
You is no way, even theoretically, to have both fully auditable votes and secret ballots.
There is a trick that can get close, where any voter could identify if their vote was tampered with, but they wouldn't be able to prove it. If there were any way for them to prove it, then the ballot wouldn't be secret.
