I honestly do not believe this has anything to do with race. Unless you count the race to re-election.
This Law is coming from a group that firmly believes if they ban something no one will EVER do such a thing.
So these corrupt politicians see comments hinting that corrupt politicians should be hanged and immediately turn to banning "lynching" as a means to protect their positions.
Fine with me.
A good burning is much more satisfying.
