Under the buttplate should be a spare firing pin. I'd say it needs to covered in and out with Kroil, wrapped in a plastic bag and put in a warm place for several weeks. Then it will come apart and can be cleaned. The bore may clean up to shootable with jacketed bullets. Mine does about 2" at 50 yards with 300 gr JHPs made for the 44 Magnum. No reason to leave it rusty. In NY's foul climate it will just get worse.

Under the butt plate is a center hole, but looks like a hole for any modern day stock that might have a screw deep inside to hold stock on?

Nope, the hole is for a spare rimfire firing pin.
