If you're building, you're only buying parts.
Parts can be found locally in store, or online. If you want a retro m16 looking build you will need to go with a fixed magazine build to stay compliant. Start with a stripped lower receiver. Will need to pass a background check for this. Buy a lower parts kit, install it, buy magazine and a mag lock, install them. Then you need a bcg, rifle length receiver extension, spring, and buffer. Add an a2 stock, and a 20" upper and your done.
Your only option to keep the classic look and be legal is a fixed magazine.
