15 fucking months to exercise a RIGHT! its fucking criminal! The permitting system itself is an infringement. But even still, it's a process that shouldn't take more than 15 minutes during a walk-in, if they make you wait over a year. This is proof positive that the system is designed to deter people from even trying.
