AR-15 fixed mag? FC Hook? Anyone know? AR-pistol?

So I want to do a fixed mag lower. How do you put a fixed mag lower on your permit? I know they FFL has to transfer it as a pistol. How do you get a fixed mag lower that is compliant?
I was looking at the FC Hook. The FC hook looked great
I just got back from a LGS that said the ATF and state police said that ONLY a welded lower is compliant.
So does anyone know what is allowed or what isn't?
Yes I did a search but it seems like no one knows??

I did one and just had the stripped lower put on my permit. A stripped lower is compliant since there are no parts to make it semi-auto. Then I assembled it at home. The county clerk didn't ask any questions about compliance. That was monroe county, so your mileage may vary.

Must be missing something,,,,,why would you need to have a stripped lower put on your permit? I have built 3 of them and dont even have a permit. They werent fixed mag lowers either, they were just lowers. Unless your talking about building a pistol,,,,then I have no idea.

The way around the 50 oz rule for a pistol is a fixed mag.

To the OP the truth of the matter is no one knows for sure what is a legal fixed magazine. The answer to the the heart of your question is you need to get your FFL OK with selling you a stripped lower in the proper fashion to put it on your permit. If you tell us the county there's a chance someone here could point you to a local guy that will be good with doing this transaction. Good luck and keep us informed.

People are using everything right now. If you want cheap and what I think is solid is a T-but. But I think the most common right not is the prince 50, this is what I would use for another fixed magazine build.

If I ever go the fixed magazine route, the Prince 50 would be the one for the sole simple fact that it could be converted back to normal to remove the magazine in case of a double feed.

I would definitely go either 300-Blackout or 6.8spc unless you want a really loud fire-breathing range toy. 5.56 is not for short barrels unless you just want to have fun.

The ATF would never offer advice about being compliant with the SAFE act, and if they did it wouldn't be worth the paper it was printed on.

The FC Hook is the easiest product to install and remove at a later time when things change or if you move to a free state. It's as simple as replacing a mil-spec Magazine Catch. The Prince, I believe is supposed to be glued onto the rifle. Otherwise it could be removed while the action is closed and the magazine can then also be removed. Same with the AR 15 Magazine Lock mentioned on this thread. The screw that installs it is accessible from the outside of the gun. So therefore, it is possible that it can be removed while the action is closed. So that screw would need to be bonded, making it difficult for future conversions. The FC Hook, can only be removed after the action has been opened and the upper is pivoted away from the lower. The FC Hook does not need to be glued or bonded. Just unlock the pin and pass the FC hook through the receiver and twist it out like any normal Magazine Catch.

I have since changed my opinion on the Prince 50. 3 turns of a set screw doesn't negate the rifle's ability to "ACCEPT" a detachable magazine. The rifle still maintains that ability to accept a detachable magazine via 3 turns of a screw. Nowhere in the Penal Law 265 does it say that a tool is required to negate a rifle's ability to "ACCEPT" a detachable magazine.

That doesn't work when the double feed is on the feed lips of the magazine itself. You still need to jam a screwdriver in there. Regardless, if used for defense, one double feed renders the rifle inoperable.

Here is my Pistol fixed mag AR15 with a 7.5" Adams arm upper that functions perfectly. The mag is a magpul gen3. I use Mean Arms loader with it. An ATF agent who is part of the law enforcement division came out and inspected the lower. I use a FC Hook and the Prince 50 with JB weld. My judge was satisfied with the findings of the ATF to be a fixed lower and now there are several of these out there. At this point the local shops are just using Prince 50 or similar without the FC hook. Some are adding JB weld and some aren't. I did not feel comfortable without the JB weld.
For those that read this it worked for me and I am satisfied with the Judge adding it to my permit. It's a hoot to shoot

It's nice to know that a judge actually signed off on that, but I use dd's mag lock without epoxy. My lock needs to be fully removed (in about 30 seconds) to remove mag. With the lock removed, rifle is unable to accept a detachable magazine.
