I went to 2 local gun stores and they claim that I can sell it to anyone without background check. They say the background check isn’t mandatory yet just get a bill of sale. They want you to be a good person and get a background check but you don’t have to. According to them.

Any NYS FFL should know that you can't sell to "Anyone" legally without a background check. A serialized, stripped lower is considered a firearm by ATF standards. You can sell it legally in NY to IMMEDIATE family. Spouse, Child, Parent, Sibling... as long as they're ALSO NY residents. That's all as far as I know. Anyone else, all NICS transfer rules apply.
