If building a rifle, Only if the flash suppressor ( or other barrel device) is not perm mounted to make it 16” overall. If it is you are good to go if not It is an SBR, or can be an AOW or pistol. Really depends on the build.

Not if you’re building a pistol. Because if you’re building a pistol it literally doesn’t matter what length the barrel is.

I should have been more specific to what the word "assembled" meant.
