If building a rifle, Only if the flash suppressor ( or other barrel device) is not perm mounted to make it 16” overall. If it is you are good to go if not It is an SBR, or can be an AOW or pistol. Really depends on the build.But the 14.5" does effect the Legality of it once assembled.
