AR pistol (getting an AR pistol added to their CC after the fact of purchasing a lower?)

How would one go about getting an AR pistol added to their CC after the fact of purchasing a lower? Can it be done?

Reason I ask is I have recently purchase 2 AR lowers. I built a new rifle with one of them, but the idea of an AR pistol seems more and more desirable

I made mine from stripped lower sold as an other. I just went down to the clerk with a picture of the serial number and manufacturer portion of the lower on my phone.

The clerk transcribed the details into their system right from my phone screen and printed me my new "stuff on your permit" list and I was done.

yeah, I figured since the transfer to me at the gun shop was already done, I’d probably have to get a 3rd lower and have it sold as “pistol”, so I can take the paperwork to get amended to my permit, but I’d hate to buy a 3rd one when I have one ready to go.

Yeah it was sold as “receiver”. The paperwork I got from NYshooter supply has reciever checked off instead of rifle or pistol. I’ll have to check with the Orange County Clerks office.

I see on the amendment form, that it asks if it’s frame only and it asks what it is. Do I put Pistol or receiver? Do I check off frame only? And for Caliber, the paperwork for the lower says Multi, so I’m assuming I can put multi?

Receiver = other = frame only.

They basically all mean the same thing.

They mean it's not a complete weapon and there isn't enough there to classify it as a rifle or pistol yet. So it can be made into any of them.

Livingston county it's a piece of cake. Not sure about Orange though.

Some places will let you get away with multi and others won't.

When I did mine I had them put 5.56 because that was the upper I was going to use. If I get another upper for it before leaving for AZ I'll just amend the permit again.

It's true and accurate, but I have heard that some counties will not accept it.

You can try, but unless you have more than one upper you are going to use you might as well just put the one caliber down and not deal with it.

I think the reasoning is that it's not a pistol that needs to be on a permit until it has a specific caliber upper attached.

Technically if you have one lower and a 5.56 upper and a .300 upper you have 2 pistols with the same serial number.

Orange County? Easy. Do your amendment for with make, model, serial number. Check frame only box. Send copy of receipt with amendment form. If you know what you are building, get your barrel. They will want a receipt for the barrel showing length and caliber.

Send it all together. Once it's on your permit, build away.

I started to go that route About a year or so ago with the OC permit office and the instructions I got were silly. I stopped pursuing that option.

I would have had to ship it to a smith, have them serialize it and then go through the purchase process with them. When I explained that I had the means to serialize it, it didn’t matter, but I’m not sure they fully comprehended it. Now when I called the permit group for the NYSP, they did, but that doesn’t help with the county.

You engrave it with a serial number and put yourself down as the manufacturer. I made so many pistols that everyone in the Jefferson County permit office was trained how to add a home made pistol on the license. My goal was to have a card with just my name (manufacturers name) on it. I successfully accomplished my mission.

I would walk in with a sheet of paper with My name, a serial number, model, caliber and barrel length on it And say I made another gun. I used to bring the receiver with me but they said it wasn’t necessary. The ladies behind the glass knew who I was as soon as I walked in the building. They would ask how many did you make this week?

No federal law about home made guns and marking them unless you are manufacturing them to sell:
You can make guns for your own use.
You cannot make guns With the intent of selling them without a license.
You can put whatever serial number you like on guns you made.
You can sell a home made gun once you no longer want it, the ATF recommends you put a serial number on it. If you make a habit of selling homemade guns The ATF will come visit you.

Federal law requires only licensees to put serial numbers on firearms they manufacture, and they have strict standards about marking and record keeping.

If you want to do it on your own, you can do anything you want, from nothing or freehand with a sharpie, to laser etched or CNC milled.
