AR pistol in Erie County

I just called the Erie County PPO to check the status of a couple of additions and just thought I'd ask them about adding an AR pistol to my permit. She put me on hold cuz she wasn't sure. She came back on the line and said everything has to go through the FFL. The lower obviously, but she said so does the upper and barrel. WTF? I already bought the upper and barrel!

Does this sound right? Sure doesn't to me. Has anyone in Erie county ever added an AR pistol?

I already had the lower transferred to my FFL and told him I wanted it written up as a pistol. I've dealt with DD's on numerous occasions. Maybe I'll call and get the what's what. Thanks for the recommendation. Probably wouldn't have thought to talk to them.

Not sure how much help he's gonna be if you didn't buy it from him but if your FFL knows what they're doing and write up the paperwork properly you should be good. I wouldn't treat it different than anything else. Send it in and it should be fine.

Id see if your FFL will let you hand him your upper that you have.

Then sell the upper back to you for a penny, now you have a receipt from an ffl for the upper if that's what they want and need to go with your lower

I think he would at least know the procedure. If I need to rebuy anything to get it done I'll go through him for his trouble.

He is a good guy. Let us know what happens. I am thinking about getting an AR pistol before the election. I actually called DD's a few weeks ago to ask about inventory but didn't get an answer and never tried again.

Now you're got me thinking. If I am able to find someone to ship the lower and get an FFL to accept it and fix a magazine for me, they would need the upper because they need to disclose the barrel length and caliber on the registration. So I wonder if you could just bring it to the FFL with you assemble it and let them hold it until you get it added to your permit. Seems like a lot of steps and you'd need an FFL willing to play the game.

I was just accumulating the parts to build one. I got parts from all over the place. Bear Creek barrel, Aero enhanced upper and lower, and Atlas 1 handguard, SBA3 brace, Palmetto State BCG etc.

Anybody else reading this, in Erie county it is best to work out these details with ffl Before you start planning your build. There are several threads about ar pistols. All counties are different. Erie is easy enough to add one, but you need to work this out with an FFL first.

Not all ffls will do this.

That's good to know. I've read most of the other AR pistol threads regarding other counties, but none ever mentioned having to include the FFL in every aspect of the build. What a PITA

I may have to do what @Edwardteach72 mentioned earlier.
My FFL may do this, but I'm not sure.

He doesn't do work on stuff. As far as I can tell, all he does is transfers. I don't even think if I asked to buy something though him, that he'd do that.

He wouldn’t just put the upper on your lower and charge you for it? It would take less than a minute. There is plenty of FFL that will. Just tell them you need a receipt to show it’s a pistol. Probably DD’s would do it, but call a few FFL’s.

Oh, I see. You meant just place the completed upper on the lower and close the pins. I thought you meant he could assemble the upper.

I don't know. I'll have to call him and see. I'm imagining what it would be like to live in a free state. Hell, I could even get a suppressor for it. One can dream.

Your FFL just has to supply you with a receipt saying make, model, serial, and caliber. Weather he does it or not is up in the air. The permit office needs that receipt, and that's all they care about.

you do not need to buy the upper from a FFL nor a permission receipt from one .. lots of places online to get one .. no FFL needed .. write your own receipt FUAC ..

I agree with you. The question was about getting it on a permit without issues in Erie County. I don’t think we should even need permits.

I was actually at my FFL today to pick up a couple guns I've had waiting there for months now and didn't get to ask him about this. He must've had a slight stroke since the last time I saw him, as he was having trouble speaking intelligibly and I thought it would be best to wait. Hate seeing that. He's a super guy too.
