Are FFL’s still transferring stripped receivers without a semi auto rifle license?

I’ve been asked this a few times and I simply don’t know the answer to this anymore. You can make them into a rifle that is not semi auto so I can’t see why you would need the permit but this is NYS. Of course they would transfer them legally through an FFL so I’m curious what your experiences are and what you guys have heard.

Runnings stopped selling stripped lowers and counter guy said they are not currently accepting them as an FFL transfer...

That’s my thoughts as well, but it’s NYS so anything is possible.

what is a Lower ?? could be a rifle or a pistol or a paper desk weight lol

I just purchased something from a friend. Took it apart, transferred the lower through the ffl, went home, put it together.
No permit. No problem.
