I know they can't rent or buy but can you let them shoot your handguns at a range or is that not allowed either?

I think there is a provision if they are with an NRA instructor
Many a times on the news in WNY the media has been filmed shooting police pistols at demonstrations by police departments .
In the past, non permit persons have shot police handguns at the various citizens police academy sessions.
NY clearly has a law system that is two tier.
Let us not forget the law breaking publicity stunt by Gabby Giffords & John Kelly attending a NY gun show with Eric Schneiderman whereby they touched and held handguns while not possessing a NYS pistol permit.
This makes sense as i know of at least one shop around here that lets non holders handle a gun.Not illegal.
My employee called the DA and asked. The DA said , In my shop people without permits can handle pistols (the gun show is an extension of the shop in the eyes if the law).

It's just like a car license. You can't drive a car until you have a license. So you can't shoot a gun until you have a license. It's too risky to let someone do anything without a license. Especially if it requires some knowledge...
