So, this appears to be a new one in the ever-changing definition of "assault weapon."
"any semiautomatic rifle or shotgun capable of holding more than ten (10) rounds of ammunition at once, either in a fixed or detachable magazine, or any other ammunition feeding device"
If it takes a detachable magazine, and no magazine is attached, does that mean it can't be an assault weapon? Alternatively, if there are magazines on the market > 10 rounds for the gun, does that mean it's an assault weapon, even if you don't have them? The second one seems more like a straight reading, so again, that would make the Ruger 10/22 a felonious, banned assault weapon.
Oh and of course don't forget the one in the chamber! The way this is written would appear to require semiautos to accept at most a 9 round magazine.

Only if they find it violates the federal constitution (2A). It's a state constitutional amendment, so as long as the procedure is followed, it couldn't be struck down based on state law or state constitution.
And SCOTUS would have the final word if they wanted to weigh in on the federal constitutional issue.
