They are not.

Typically the cost is higher to build a gun from an 80% parts kit than it is to buy a new one.

Criminals aren't going to pay more money and put in more work when 5 mins and a file can turn any normal firearm into a ghost gun.

They're far more likely to just buy a stolen one and not give a fuck about the serial number.
