That was quite the read. §898-M has some doozies, section 8 is extra special. This bill is so well thought out its impossible for someone to even surrender or sell out of state an offending rifle without risk of being sued.
I hope it passes. I am going to cross reference the leaked pistol permit database with voter registration with the assumption that a democrat with a pistol also has a semi auto rifle, then sue each and every one of them. Even if I am 30% right it would be quite the windfall.

Federal law only permits sale of long guns by FFL's that are legal in the purchaser's home state. So for instance going forward out-of-state FFL's will have to check your NY "semi auto permit" to sell you a semi-auto rifle.
This stupid law if it held up would presumably keep out-of-state FFL's from transferring you a semiautomatic rifle. The US constitution is also federal law, however.
Also, this law tries to mimic TX SB 8 by providing enforcement exclusively through private lawsuit. They think gun owners will tuck tail and run like abortionists in Texas did. In the unlikely event this law passes, I don't think they will like the result, even in New York.
Yeah the old scary caliber idiocy. We see this from urban doctors in the aftermath of all these mass shootings. Doctors who have never seen what a bullet hotter than 9mm Luger from a Hi-Point can do, try to paint a .223 round that's unethical for taking down a deer as some kind of unusually deadly instrument.
Yeah a 12 gauge shotgun slug or 00 buck string does travel slower than .223 but every hunter knows what that does, and they don't want to see what .308 does.
Remember the Tunkhannock Weis shooting? That was done with a 12 gauge pump. Nobody shot lived. There were not more casualties because the shooter was selective. He managed to shoot 59 times, mostly at random after killing everyone he had a grudge against, before he ended his own life.
