They write about penetrator rounds, but they do not define "body armor." Are they referring to soft vests? Ceramic? Plates? What level plates? Heck, almost all standard centerfire rifle rounds will defeat soft armor. Most hunting rounds will defeat low-level plates. So, what are they really legislating?
