That guy was having a panic attack 100%. At one point in the video you can see him constantly trying to move his fingers and hands. The cramping and paresthesia in his hands in a hallmark sign of hyperventilation.
After watching the video a few times I didn't hear gun fire besides the officers own gun. I couldn't say for sure not being there in person.
Those EMTs or Paramedics are lucky they didn't end up getting shot with how reckless the officer was between his panicking, cramping hands and how many times he flagged them with his pistol.
