certificates to current firearms owners." --- That sounds an awful lot like a gun registration to me.
I wonder what the reasoning behind this was?
I mean what are the stats in Boulder CO regarding crimes committed where "so called" assault weapons
and standard capacity magazines were involved... I'll take a wild guess and say anywhere from 0% to 0%.
I could be wrong about that because I don't know what Boulder's definition off an assault weapon is.

The fact that in some places like here in NY a 10/22 in a certain configuration is considered an assault weapon
but a Ruger Mini 14 with a traditional wood stock is not, tells me everything I need to know.
I am not familiar with Boulder's City council but I know the type. So therefore I would dare say that they have
no problem with the illegal immigrants. What I'm getting at is this BS has nothing to do with public safety...

I had a job offer from someone in Colorado. I was told that the cost of living was cheaper, and the weather was nicer. I still turned it down, based on the fact I don't want to move to a state that isn't fully 2A friendly -- even though none of them are really perfect. I just told the place I turned down that, while the weather is a draw factor, I had "other considerations."
