I'm potty-training a toddler and once she's got it, she'll be "highly trained" and proficient in self elimination of bodily waste using a mechanical-water operated sanitary removal system, and to reinforce this skill, it's practiced multiple times a day.
One day of practicing J-turns on an abandoned Airstrip does not make someone proficient at evasive driving tactics, and a day at the Range doesn't make you a "sharp shooter" let alone a "Sniper".

An unattended, untouched sniper rifle. It was so needed, necessary, required that it had been left unattended, while set up, in position, on a weighted tripod, ready to be used. Yet it “fell” off the roof. All on its own. And it somehow didn’t hurt anyone on the ground, which proves that, even when they do choose to act on their own, guns don’t kill people.
