Technically most (maybe all) network interfaces are modems.Any device that is operated in the US and uses radio for communication needs an FCC filing to assure it complies with laws regarding radio communications. Skip the datasheets and go right to the filings.

Also, the term "modem" nowadays is used as a colloquial term so people not versed on electronics can navigate that landscape. Unless it Modulates/Demodulates it's not a modem. Your "cable modem" isn't a modem, it's actually a network bridge. The way we use the term "modem" in general talk today communicates that we're talking about something that provides an Internet connection, and in the colloquial sense, this chip could be seen as a "wireless modem".

All the binary data needs to be modulated to be sent over the wire (or air) and then demodulated at the other end.
That DOCSIS cable modem really does take the ethernet signal it receives on one port and modulates it to an analog signal on to coax.
Just like your old dial up modem took an RS232 serial signal and modulated it onto a v.something analog signal over the POTS line.
Even your ethernet card does that.
So, calling the cellular modem a modem is correct, but a bit redundant. It's like saying an electric light bulb. Is there any other kind ?
Or maybe we add even more transparency.maybe we should get rid of real time reporting to and from the press ..

Well, with semi-realtime reporting, any ballot dump would be an obvious fraud.how so?
We already know they did a "3am ballot dump" by pulling boxes of (fake) ballots out from under tables when everyone's back was turned and running them through the machines.
While locking down the machines themselves is a good idea, we also need to prevent the mass (fake) ballot dumps as well.
