One can legally drive those around without a breathalyzer...
In fact, way back in the early 90's the guy that did the excavation for my basement, he got a DUI and lost his license. So he drove his TLB to local job sites. Had a cooler with beer and food sitting in the front bucket. His son had a CDL A and drove the dump truck to haul dirt/stone.
To get food, you'd see him in town with his tractor. As long as he wasn't causing an issue, nothing the cops could really do, as you don't need a drivers license to drive slow moving equipment around on country roadways.
