And he could have said "I won't accept it this year due to the financial situation. Especially when State workers are getting shafted.

But no, silence is all we get from him. Silence, and a giant eff-you in the form of absolute incompetence and mis-management.

That's kind of the way it's designed to work.

At some point the States HAVE to work with the Federal Government. Otherwise we are not a Country, but a loose coalition of minor nation-States.
