Is the BRN-180 upper legal in NYS or will it require the barrel to be cut/crowned or a thread protector to be welded on?

The upper is legal, depends on how you build out the lower, fixed mag, no need to cut and crown. Detachable mag, now the features come into play, but the upper itself is legal. I’m not a lawyer nor is this legal advice for what it’s worth
I'd be putting in on an SCR lower with a detachable mag that's why I'm asking. I wasn't sure if it came with "scary" features.

I believe that upper has a flash hider on the barrel, but I don’t think it’s pinned an welded.

You would need to pin and weld a thread protector.
Does it use a proprietary barrel or can you use another AR barrel?

That I don’t know, if you go on Brownells on the page for the upper you can ask their customer service questions about the item.
So... If the mag is fixed you can have all features?

It’s really dumb that you’re not allowed to have a flash suppressor but if you pin and weld it it’s ok. I hate laws that make no sense.
