To carry in a professional capacity you do. You need to qualify on target and go through A35 training. Really no different than needing an electrician or builders license. They want to make sure that you know what you’re doing and your wiring won’t burn down a hospital or your building collapse. That’s like suggesting police need no training. Just give em a uniform and wish them luck. What could go wrong.
I should also add that a lot of it also comes down to liability. Just because you can do something doesn’t mean you were properly trained to do it. That’s going to make a huge difference if something goes wrong.
