Based on the ID you show, the FFL can only transfer you a gun that is legal in the state you are buying in, AND can only transfer you a gun that is legal in the state that your ID states you are from.
So the gun must be legal in both states.
Begs the question though. There's an exception for sales nonimmigrant aliens that they can buy guns if they're admitted for hunting or sporting purposes or have a hunting license. I understood that anyone here on a visa waiver or visa (even a tourist) that's picked up a hunting license could then buy a gun (presumably to hunt with, although the law doesn't specifically seems to require that). How would this fit into the other restriction on interstate sales of long guns to someone that's a nonimmigrant alien and doesn't have a home state? And probably comes from a country where they aren't allowed to have any guns? Seems like it wouldn't apply and that a foreign tourist in Wyoming to hunt elk can buy guns that a New York citizen can't. Which is pretty fucking stupid.
In practice I understand most FFLs would be leery about selling to an alien who checked the nonimmigrant alien boxes (and probably wouldn't do it), but I understand there are some outfitters who cater to that.
