No one just decides, the evidence must point either way. This isn’t a “slippery slope” situation. You’re making it much more complicated than it is, especially since the first examples you gave were clear cut straw purchases.
We’re not talking about perspectives here though. I’m telling you what the law is (as are others). It’s not an interpretation matter. Straw purchases are clearly defined. The referenced scotus case was specific to the op’s question, but the simple breakdown I gave earlier applied before that.
