That one always gets me, car chargers pull like 25-30 amps of 240v. For a state that can't provide enough power on a hot day I'm sure it's going to work well when everyone plugs in the equivalent of a Central AC at ~6 PM when they get home from work. Great idea there.
This, like any and all other government run programs, will be a disaster with far too many unintended consequences. Look briefly at Thomas Sowell from the Hoover foundation for further details on how most of not all social engineering policies become disastrous.
