Can’t build my own pistol in Erie county?

So I have been tossing around the idea of building my own pistol from scratch. I have done a shotgun and a rifle before and it’s something that interests me since I can get all the supplies I need from Home Depot. I am not talking about an 80% kit but 100% from scratchy something along the lines of a single shot 22. I called the Erie county permit office the other day and spoke to a lady there. Was informed that it is basically undoable as the reciever would have to be serialized and added to my permit before I could even start. The only way Erie county will add a pistol to my permit is with a slip from an FFL, and I very much doubt I would find an FFL willing to even deal with this. Basically the way she explained it the FFL would have to go get what I would use as a receiver from Home Depot, serialize it, give me a slip to add it to my permit, I would have to add it to my permit and then I could take possession of the unmade receiver to then start building my own.

any advice? Anybody do something like this in Erie county?

You can build the receiver and serialize it anytime you want.

It's not a pistol until it's got a short barrel on it.

You could mill your receiver to 100% and then put a 26" barrel on it and you have an "other" like a shockwave, not a handgun that needs to be on a permit.

So, no, it's not a pistol until it's got the barrel on it, which is long after you could serialize it.

You can serialize it long before the receiver even gets past the "80%" range. For instance you could serialize an 80% AR receiver first thing when you open the box. As long as you do that before marking any holes you will just have a serialized block of aluminum.

So, for your case, build your receiver 100%. If you absolutely *have* to, take it to an FFL and have them put it on their books as the bare receiver it is (just like a stripped lower). Buy it back from them for whatever fee they want. Then move out of that county so you never need to deal with that BS again.
