The “other” they were most likely targeting is AR others. If you build an AR without a stock, over 26” length with a vertical fore grip then it is an “other”. It is not a “rifle” because it has no stock and isn’t designed to be fired from the shoulder. It’s not a “shotgun” and it’s not a “pistol”. The Safe Act explicitly applies to “rifles” “shotguns” and “pistols”. Because it is not any of those, the Safe Act doesn’t apply and you can have any features. Also it’s over 26” so it’s not an AOW by federal law. By federal it’s just a firearm and by NY it was a gun but it didn’t fall under any category.I think the "other" they are targeting is stripped lowers, I don't imagine all the other "other"s are on their radar. I can't think of a single instance an other may have been used in a crime. They want our rifles, for now.
