Can anyone please explain the “other” ban and implications?

I think the "other" they are targeting is stripped lowers, I don't imagine all the other "other"s are on their radar. I can't think of a single instance an other may have been used in a crime. They want our rifles, for now.

The “other” they were most likely targeting is AR others. If you build an AR without a stock, over 26” length with a vertical fore grip then it is an “other”. It is not a “rifle” because it has no stock and isn’t designed to be fired from the shoulder. It’s not a “shotgun” and it’s not a “pistol”. The Safe Act explicitly applies to “rifles” “shotguns” and “pistols”. Because it is not any of those, the Safe Act doesn’t apply and you can have any features. Also it’s over 26” so it’s not an AOW by federal law. By federal it’s just a firearm and by NY it was a gun but it didn’t fall under any category.

My reasoning for saying stripped lowers is because it takes every configuration out of the picture. They already went after 80%, the only other way to build an AR of any configuration is a stripped lower. Ban the sale and possession of those and you eliminate any legal way of building an AR in NY.

A stripped lower isn't a weapon. Their definition fails at that word and stripped lowers are still legal to sell and possess.

So first of all it looks like basically everything has passed, and will soon be law? From what I’m reading the semi auto long gun license thing has a 90 day “grace” period during which long guns purchased will not be required to be permitted. So theoretically I could go out and buy every single semi rifle I’ve been wanting before it passes. I’ll just be locked out of future purchases, unless I want to do their little permit game.

Is there something similar for the “others” in that I can buy, for example a shockwave, before the ban becomes law?

Also, if someone already has a shockwave or tac 13 or Henry axe etc. are they “grandfathered” or are they going to arrest you for possession? I feel like a LOT of shockwaves sold in NY.

Technically you have almost 30 days to legally buy a shockwave.(I doubt if any dealer would sell you one)
Then at the end of that 30 days it would be an illegal item to possess.
No grandfathering at all.

No where in these ridiculous laws does it say they are banned . If it does please show me because I’ve read these over a dozen times and that’s how I interpret this.

It reclassifies them as “firearms” under NY Penal law. Under NY law, “shotguns” and “rifles” are not “firearms”.

“Firearms” under NY law 265.00 include pistols, revolvers, SBRs, SBSs and now anything that can expel a projectile via explosive otherwise not defined. Under NY Penal law, all “firearms” are illegal except pistols and revolvers which are expressly allowed via a pistol permit.

NY Penal law “firearm” is not the same as the federal definition of firearm. By classifying them as a “firearm” and not providing a permit method of possessing them, they are being banned.

NY always meant for every type of guns but rifles, shotguns and licensed handguns to be illegal.
The logic was screwed up which left a hole for 'other' configured ARs, shockwaves,etc.
They fixed the hole.

This very clear purpose for this bill is one reason I believe it DOES NOT ban lowers.
