Can I buy AR lowers in PA?

Going down to PA on Monday to renew my Permit. I was going to shop as well. Can I buy a Lower in PA?

I wanna say that I should know the answer.

I tried the PA route as well. Just build an 80% lower and have it shipped to a PA address if you can. You can always leave the "free state" stuff at an undesignated location (30-round mags, threaded barrels, folding stocks, etc) to stay within the bounds of current NYS law (if you choose to do so).

There is a store nearby that I can get the lowers that I want, I just do not want to pay the shipping and FFL fees. Thought it might be easier down there.

The gun show this weekend, I am hopeful I can find my needs.

AR stripped lower can be built into a pistol. FFL's use that reasoning as no go. They will or at least some of them will sell a lower assembled with rifle stock. There are no guarantees, each FFL does what he is comfortable doing. Some can even sell a stripped lower. Nothing is carved in stone.
