Can One Buy A Stripped Lower In Another State?

I’m not very familiar with the laws but to the best of my knowledge I can buy an AR and shotgun in any state as long as it compliant to the home state. Pistols must be shipped back at home to the FFL. What about stripped lowers? Can I also buy that anywhere or otherwise?

A stripped lower receiver transfers as "other" on a 4473 so it kinda technically out of the box isnt "anything" (pistol nor rifle nor shotgun) so not sure what fed rule would apply here as it would to say a pistol.

That's exactly why it would be shipped. I forgot in the rules it is, but "other" is an instate purchase only like a pistol. Doesn't make sense but we're use to that bye now.

Interesting. Thanks. My only lowers have been shipped in (speciality lowers like my Glock lower) or purchased in state so had no reference point.

"Other" refers to frames, receivers and other firearms that are neither handguns nor long guns (rifles or shotguns), such as firearms having a pistol grip that expel a shotgun shell, or National Firearms Act (NFA) firearms, including silencers. If a frame or receiver can only be made into a long gun (rifle or shotgun), it is still a frame or receiver not a handgun or long gun. However, frames and receivers are still "firearms" by definition, and subject to the same GCA limitations as any other firearms. See Section 921(a)(3)(B). Section 922(b)(1) makes it unlawful for a licensee to sell any firearm other than a shotgun or rifle to any person under the age of 21. Since a frame or receiver for a firearm, to include one that can only be made into a long gun, is a "firearm other than a shotgun or rifle," it cannot be transferred to anyone under the age of 21, nor can these firearms be transferred to anyone who is not a resident of the State where the transfer is to take place. Also, note that multiple sales forms are not required for frames or receivers of any firearms, or pistol grip shotguns, since they are not "pistols or revolvers" under Section 923(g)(3)(A).

Another thing to add for those that aren't aware, at 18yo you can buy a functioning AR in NY but you cannot buy a stripped lower. Ain't that some shit??

I may be wrong but I think due to the fact that you can make a pistol out of the stripped lower.

I bought a stopped 10/22 receiver from Brownells and they shipped it to a local FFL for transfer, Pretty easy.
