I’m trying to figure it out but I can’t exactly seem to find answers, I’m seeing yes and no’s.

I live in Onondaga county too if that has anything to do with it.

I’ve got a DD214 that says honorable on it. I just found out that pistol permits are “non-essential”. Kinda funny because I didn’t think our basic rights in the USA were non-essential.

unless you have a parent planning on giving you one, you cannot get a NICS check because you are not 21.

If he has a valid permit and a family guys a gun and then legal transfers it to him. Sounds ok to me.

Only family that can legally transfer without NICS checks is parents and children. Thanks to Our Dear Leader, Chairman Cuomo.

I attempted on many occasions to assist some of my younger Soldiers in getting their permits prior to their 21 first Birthday. Everyone of them failed.

Well hell, that sucks! Guys old enough to enlist, old enough to fight and die for his country but can't have a PP or drink a freakin beer!
I knew a guy that got his permit at 19 (applied @18 and had his gym teacher as a reference) but that was long ago, probably 1978 or so.

Should I get references and when I go to mail it in have them in the envelope? My friends father was the acting chief of parole and he’s always helping me out and obviously he’s pretty well known so maybe that can help boost me?

If I get denied then so be it I guess but atleast I tried and to me that’s all that matters.

He is a Guardsman. Army National guard does not have their own basic training.

They are temporarily placed on Active duty for Basic. Once completed, they are "discharged" from Active duty and re-enter the guard.

He was not really active.

CAREFUL!!

If you are denied you will forever have to check the box on the NY or any other states application that asks "Have you ever been denied a pistol license ever, anywhere" or something to that effect. This can disqualify you.

You have a legit situation here. The penal law says you can have a permit. My advice would be to write to the licensing officer and explain your exact situation and get his blessings before applying. That way you know where you stand without a chance of denial that will follow you forever.
