I think it actually is determined by what state the national park is in.
I was in great smoky mountain national park and conceal carry was fine, except in any building. Like the welcome center/museum/gift shop was a federal building with no gun signage.

Two years ago, I was visiting Gettysburg and took a tour guided by a Ranger. During the tour a family came up to the Ranger in a frenzy because they saw a man dressed up like a Civil War soldier and he had a gun! After the Ranger explained it was for demonstrations, the father wanted to be assured that the rifles they used for demonstrations were fake and incapable of firing. The Ranger told him, no, they are accurate reproductions.
