Say someone has a NY CCW with administrative restrictions and decides to carry their handgun in another state that has reciprocity with NY. Do these restrictions old any weight whatsoever outside of NY. Like say you you went to TX and used your gun in a defensive manner, could you get into trouble because your permit was issued for "hunting/target" in NY?

I would consider getting a Utah and/or Florida non-resident to supplement your NYS permit if you're concerned about NYS restrictions becoming a problem outside of NY.
That said, if it came down to using your gun in a self defense situation I'm sure any NYS administrative restrictions would quickly become the least of your concerns.

Every county is different. In Suffolk County it just says Pistol License, Class/Type: Sportsman. It says nothing about carrying but it is still a carry license with restrictions. Only NYC issues "premises" pistol licenses, and they clearly say NOT for carry.

Why would an out of state cop study NY case law? Or are you saying they should study the case law of all 50.
What would happen is that they hold the person with restrictions as they call it in and wait for an answer. That might take awhile and they might misinterpret the law. Yes, they would call it in, ask a lawyer in their state with no NYS experience and would be guided by him or her. Who knows what that answer might be.

Because Penal Law 400 says it's a carry permit. Even if a judge says it's restricted, his restrictions don't hold any water outside the state. In the end, the state's reciprocity agreements will have to be accepted whether they like it or not.
But all of this can be avoided by just getting a Florida license.

Yep, we can agree on that so how can we expect an out of state cop in his home state to understand that. Penal law 400 and judge’s restrictions are different. But it’s case law that clarified that the restrictions are an administrative issue while other states might treat such restrictions as law. Why take the chance on it if an another permit would help.
I have LEOSA on my side and I still have a Utah permit in addition to my other permits. Because I want to minimize any permit issue if out of state.
