Depends on why you are building from an 80%.If you take it to a FFL after it's finished, isn't it on record from that moment on? If so, that would defeat the purpose of the 80%. I don't know their reporting requirements, but that would be a concern.

That all depends on who used his/her credit card and who may have ended up with it.Buying something off the internet or at a store with a credit card means there is a record..
If you're really concerned about keeping things off the books you'd need to pick up *all* the parts at a gun show and pay cash.Hell, everything you buy is recorded and I'm sure NSA has programs that flag 80% purchases. Our AG seems to have inroad's to that information.
Unless you went in person and paid cash and denied them your name and phone number they know what you have, especially if it's gun related.
